You can do so by right-click the dragonstone into the crest

 

i doubt thats the issue here.
its most probably because saidiera has not completed the quest and bought/received the emblem before completing the quest.

Sounds like you are still at the second step of the mission: the dragon crest you received from giving 100*5 dragon crest parts to the NPC is a teleport item, just use it.
