    Can anyone explain to me how I can get to lor tac? Do I have to get into atlantis under water first or no?

    Lor'tac is unlocked when you receive the quest Expedition into the Unknown in the dwarven City of Andrakasch. The quest will not be available until you are Level 45.

    Oh that 's why I couldnt get in.. the map confused me, so i mentioned atlantis
