    If thery were to implement lvl 60 with the new expansion would it be posible to transfer the spells from 55 item to another 60 item?

    Like 55 herald weapon to 60 herald weapon or we have to do it allover again

    Yes you could do that, however, all enchantments are level dependent. Platinum enchantment with 100% value on level 55 is not having 100% value on level 60.
    Level 60 items would have higher enchantment values.
