    It is not possible to tier up legendary banner. Only unique items can be tiered up by augment cores crafting.

    And how come I have a recipe for upgrade tier at legendary banner ? And how can you explain me, that my friend from my guild could upgrade hes tier on cloak ?

    Ok, sorry, my bad. Try putting legendary T1 torso to the 2nd slot to check if the banner is defensive banner.
