Bug Wisdom talents bug(?)

    I am speaking about "Hangman's Pride" and "Lifetime Thief".These talents supposedly give us health/cd reduction per final blow but they don't work like that.It seems that they work for 1 kill every second rather than per final blow.Are they supposed to work like that with 1 second cooldown or is it a bug?

    pretty sure its a bug but lifetime theif would be broken if maxed
