Make Ranger stand still?

    I had been doing fine with Ranger, but now suddenly I can't get him to stand still and fire at a distance, even if I hold down the shift key. When I try to mark a target, he runs up to it, so combat is hand-to-hand. I currently don't have a quiver; could that be the problem? To my frustration, I can't find any merchant in a town who sells quivers. Would appreciate any help!
