    Is it true that you need to finish Prison of Souls (PW) Quest before entering Lortac?

    No. Just a simple quest is needed. The quest is click on this NPC...

    No. To enter the new map you take the quest from the Dwarven Queen in Andrakasch then take the quest from the NPC by the door to Stillwater Bay, then you are all set.
