There is no such thing as you deserve the item or no. It's a rooky RNG, either you get it or not.
There are players who invested so much, yet nothing in return. Other's invested nothing of big value and simply got the good drop.
Same applies for pro/noob players, a pro have the same chance as the noob.
No one is to judge who deserves an item and who not.
Actually, a player who obviously put enough effort must get a good item. Currently there is no such system in DSO.
The only system we have for guaranteed items is the events but even this is forcing you to grind like a braindead. Sometimes you can farm the event like a madman and still get out empty handed.
This must be changed! Due to lack of thought power from DSO team, I don't see how this will be done soon, even though a rework is neccessery.

This event is the answer to your request, and shows very good thought by the DSO team. In days gone by; Khally had a weapon everone wanted in all classes. SOoooo they farmed, and farmed, some with thousands of kills and those that were lucky enough to get the drop celebrated. The others either quit trying, or kept at it hoping their luck would change. This describes your first complaint. It was all or nothing and not a matter of deserving it. So, the complaints moved up the chain and the Dev's came up with a solution...Dragan, and his uniques system of drop and craft. Dragan does not drop a warlord cape, he drops squires capes. Kill him enough times and you are guaranteed to get what you want. And, no more "i got it on my sedond run." You have to kill him enough times. Everyone has to put in the same amount of work or at least some level of equivallancy. There is some level of reward on every kill, as opposed to the all or nothing approach of other bosses in the game. So which do you prefer cause its one or the other slow incremental gain on every kill Dragan offers, or all or nothing kill other bosses offer.

I never wanted the set at level 45, rangers had no use of Dragan set back then. I was just trying to get them for my personal collection.
Also, I am not quite sure if this set works for my ranger with the new longbows at level 50.

It does... it is actually quite useful because you get extra concentration from the set and the decreased concentration use for the long bow... lots of attacks... :-D

But than again ... you are losing damage and critical hit rate.
I don't think it is a good set for the rangers ... I never use it ... and I have it since the first event.

Increased burst rate, lower DPS. Not so great against lots of little squishies or very high HP mobs like bosses, but very good against single targets you want to overcome a ceartain threshhold of HP in as short a time as possible like elite mobs, mini-bosses, and other toons in PVP. And of course, it is a survivablity set that works well in combination with other sets and especially a good shield. Not saying its an everyday or every instance set, but if you can be a quick change artist and roll to it with a shield and defensive gems, you go from a cat to a bulldog in a few clicks.
