can someone explain damage please because my base damage is 628-690 and my hunting arrow is 415-456 but i dont ever hit over 250 on a monster even the ones that are 35 lvls lower than me. and monserters my lvl i hit for 206. that is not evn 50% of skills base damage. thought minimum damage was just that minimum damage. Maby something is wrong with my account i use wisdom to incess damage but no difference still do 206. i use the essence thats supost to incress damage 100% and my damage jumps to a little over 300. still only 75% of the base damage that my caracter sheet say i should be hitting.

Mobs have armor just like we do. So you have to take that into effect. The higher the mob the more armor they have. Armor break helps you see the real potential of your damage.

Simple... just like @MegaNuker said: Monsters have armor, which varies depending your level above them. Monsters of your same level have 50% armor so these are the maths for worthy opponents:

Base damage should always be divided by 2:
    628-690 / 2 = 314-345

Hunting Arrow is 60% of your base damage:
314-345 * 0.6 = 188-207 (this is the normal damage your character does, the white numbers you see on screen)

For critical impacts you must multiply the numbers above for your critical damage. For expample, if you have 2.20 critical damage:
    188-207 * 2.20 = 414-455 (these are the yellow numbers)

You must also remember that Ranger has abilities which double the damage on marked enemies just like Precise Shot, Scatter Shot, Explosive Arrow, Blade Dance and Deadly Blow. So you don't need to divide base damage by 2 when they are marked:

For Precise Shot with Steady Aim mastery on:
    628-690 * 1.5 = 942-1035 (normal damage, white numbers)
    942-1035 * 2.20 = 2074-2277 (critical damage with 2.20 critical damage stats)

This is how the game works. You can test it by yourself, this is 99% correct. I've test it myself for almost 2 years.

    Good Luck!

This made me laugh. Consider this; which is more likely... you misunderstand a game mechanic or the game is different for just you.

Here is the other problem with your method. You are testing with your weapon on. Having a weapon on gives you a damage range and you could have a hit anywhere in the damage range. You take off your weapon and you have a single damage number. That allows you to precisely test damage and armor breaks.
