I have been receiving drops which have really low attribute values even from PW dungeons.
So, I wanted to make a post and show some proof.

Here is a drop that I got today from PW painful mode.

The entrance dialog to the PW painful says the power value of an item is a minimum of 40%.
But, if you look at the attribute values of the above, none of them are even 40%. Not even the total, not even a single attribute value.

Let me tell you that before the level 55 update, the drops were ok. They conformed to the minimum attribute rules and they did have at least 40% power.

Can someone please explain why does the PW painful mode drops items with such low values when it is NOT supposed to.

    Hi,
Since the Infernal entrance dialog displays values that are way over 100%, I can assure you that your base assertion (xx% of the max) is false (how can you get values over the maximum values exactly ?)
Besides, I actually already asked this question on the French forum before the lvl 55 expansion (because yes, the drops were already NOT ok "by your standards"). It turns out, according to the French moderators, that the numbers actually mean that the chances of getting a high value are increased by xx%. You're not to blame, it's terribly misleading, plus it brings more issues than answers (how high are them increased exactly ? compared to what ? and what are the "base" chances anyway ?)

I don't buy your explanation. The description clearly says minimum power value.

That's why I say "terribly misleading". I don't think the French moderators would lie about it

what is being meant, here, i think, is that higher difficulties increase chance of getting a certain minimum and max... but I actually have a different explanation..

If you look closely, you will find that those numbers are for base values, whereas enchantment values (which, pre-55, used to be the base anyways) are now equally variable for all tiers. Personally, i think the new system is better, as it helps with balancing and crafting for weaker players who want to craft onto uniques.

Perhaps The Legend Traki or Mr. Baragain can confirm/refute this?

I think you are right. By examining several equipment it seems to me that you are absolutely correct.
