    The attack speed bonus from the set is and has always been in the "faster attack speed class" (as it was a bonus on gloves or sapphires/runes), the weapon damage bonus is the same kind of behemoth, warlord regalia set bonus and bellicose set (moltiplicative with the Increased dmg on this item and relative increased damage).

    The weapon damage bonus was indeed a wonderfull bonus and could have been very good for many classes because it was more solid than the bonus from Q7.
    I suppose someone in the development section noticed it a suddently decided to nerf the base damage because of it.
    The main reason for this change, I suppose, was the fact it is accessible also for low lvl characters

    Yep they seems to have bad solution for all problems.The wargulf set is dust this blood rune set can be used on medium builds if you dont have something else.
    I guess was the same think like that crafting issue with a bad solution.

    This is how you calculate the attack speed

    This calculation is without Behemoth or/and Attack speed Wisdom points.
    If using them ... you will have to add them to the "Natural Attack Speed" and then multiply it with the Weapon's base attack speed ...and then apply to the above formula.
    I am on a run ... I can calculate it later.

    Is the "Natural Attack Speed" the "Weapon's base attack speed"?

    Thus: a 2H staff with a 0.83 A/s would then be 0.73 and runes (+16%) would bring that to: 0.73 + (0.73 * 0.16) = 0.8468 A/s ?

    Man, I wish I could see my toon right now cause this is not adding up.

    No. It would be:

    0.83*(1+0.16-0.10)=0.88

    That 0.04 attack speed difference may not seem like much, but in the cases of higher speed, it is easier to see the importance. This is what the calculation for my attack speed looks like. Also, the base speed is actually 0.8333333 which also makes a difference at higher speeds.

    0.83333*(1-0.10+0.3946+0.56+0.71)=0.83333*(2.5646)=2.137 which rounds up to the 2.14 I see on my stats page.

    If we did the same calculation with 0.75 (which would be what your attack speed would be after -10%, not 0.73), then my attack speed would look like this

    0.83333*(1-0.1)*(0.3946+0.56+0.71)=0.75*2.4646=1.848 which rounds to 1.85 which is very wrong.

    The -0.10 is from Behemoth.
    The 0.3946 is my gloves.
    The 0.56 is my gems.
    The 0.71 is my runes.

    And I LOL very loudly if BP thinks that there is anything enticing enough to replace that 56% speed from my gems. Without those gems, I'd have a measly 1.67 attack speed. Am I likely to trade that for a little more cirt? Nope!

    I was busy ... I will give you longer detailed explanation later ... with few different examples.
    Though _Baragain_ gave you the answer ( I am using my own way and formula) ... i tend to do it in the longer way. The school way :p

    EDIT
    =============

    I was about to make some calculations with different examples ... and then I discovered my ranger's damage is nerfed down ... practically the entire damage since R185 is gone. Now I am back to level 50 again

    I am no longer in a mood to do calculations ... sorry maybe some other time.

    Ok, I'm back and can see the missing number. So...

    0.8333 * (1.0 - 0.1 + 0.16 + 0.0386) == 0.8333 * (1.0986) == 0.9155 --> 0.92 Shown.

    *sigh* Wish I could get sapphires.... :(
    I've seen at what it takes to get celerities and that just isn't going to happen.
