Block strength do not increase with tier?

    I tried to upgrade my T6 shield to T7, and guess what , in preview picture damm block strenghth will be the same, +1, is that normal?

    BS never gets up or down.
    Just like Attack speed it is a constant value at all levels and tiers.
    Depending on the item's type attack speed can be 0,83 - 1,18 ... in same regard BS can be 0 or 1. Nonexistent (0) on offensive offhand or 1 on defensive offhand items.
    We are talking base stats ... of course.

    Thanks for answer,i was supposed wrong that only %enchantment do not increase with tier. Anyway, seems pretty weird that BS do not increase.

    Block Strength when converted to % doesn't scale to the difficulty level so it does not need to scale to tier. :)
