    The announcement is that

"every player that participates in one of the 6 events (Helios, the Moon Events, Pve and PvP season, Big Game Hunt) will have the chance to win 1 year Deluxe membership."
"For every server we will choose 1 winner!"

Considering that Heredur and Grimmag has considerable more active players than, for example, Balor, the chance for players on populated servers to win is much lower than for the players on not so populated servers.

Either have more winners on populated servers, relative to the number of players that are participating in the raffle, or have the raffle done overall, not per server.

They're doing it that way because every single time they do a raffle overall, people from the less populated servers start whining that nobody from their server has won.

people are whining all the time about everything and mostly is ignored. I don't see it as good reason.
If it is, then there should be more winners on the more populated servers.
i.e. if on Balor are 100 participants in the raffle and 1 winner, then on Heredur, if are 1000 participants, there should be 10 winners.

Then you won't be shocked when you get ignored.

Please see the difference between whining and pointing out an unfairness.

One person's "unfairness" is another person's "whining."
