poisonous influence 1/3 terrible drop rate?

Is it just me, or is the drop rate for this run terrible? I have done it about 6 times, and i can't seem to get the Asps or Halbadiers to drop the stupid Dragan's order (even the ones that spawn from the prison cellls.)

 

In the past, that particular quest in the Dragan event has generated the most complaints. The order does drop, but apparently at a lower chance than the other 3 side-dungeon quests.

The most agonizing grind for me is waiting for something or someone to drop the mysterious scroll for the quest that gives you access to the Great Hall. It's always taken longer than it should for me; this time I killed Dragan 8 or 10 times, then gave up.

Also, and this is just me grousing, probably not a reality, we're near the end of the event, so it appears that BP might have decreased the drop rates even further. After getting the two chest rewards I wanted, I lost my enthusiasm for the grind, and did other things for the last week. Today I decided to go for a bit more progress in this event, so entered Iron Forest at Night. Typically that map has provided the best progress in the past. Just now I completed a Painful run and got ... 9 elemental charged pearls (units of progress). I'm done (with the event; still reluctant to give up on the game entirely).
