they obtained the weapon four times in four runs—while others have been waiting years—so how can such a glitch exist?

700+ runs here including last three years and still no drop of the weapon.
So don't feel alone or bad for yourself.
This was the last year I tried getting this weapon.
Giving up all hope now of ever getting this weapon and succumbing to the Gods of RNG.
Disheartening, but a sad reality.

The weapon is good but I already have quite high damage, so, not necessary to get this weapon any longer.
