    I bought the belt and ring of zeal with premium. Can I somehow upgrade the level of those or buy it for more than 100level?

    you cannot.
    you should buy it on lvl 145.

    You need to complete the Mortis quest if I remember right in order to buy it at lvl 145.

    No, just wait for premium day event. Then Can buy thise items level 145!
