First thing I noticed was that your armor is quite low. If I were you I would try to get it up by another 500 as the first thing.
Then some more base damage (about 100) would be nice.

All of your stats are low, resist is ok for now if not pvping.

To increase your stats, you need items. Right now, the dragan event is one of the best events for DK, so try to get the set. Get the Vargulf shield from the Full moon event that happens every month (around early may). Torso, hand, and boots (with movement speed is good) should either be unique or have armor/hp. That covers your armor, hp, and block/block rate.

Stats on your left side should be all offensive (ring, amulet, and etc). Based on your stats, i will say just farm at a level you are comfortable with and find left side items with damage, crit, and crit damage only. A good weapon should have high + weapon damage % and damage only, not crit rate. The only fastest way to get attack speed is from gems and maybe glove, really depends.

After you do all that your stats should be much better. When you reach lvl 40's it's another story, but the dragan set and vargulf shield are items that you should have around.

I will give you like an aim for now. Pre lvl40. Try to get:
    Damage: 350-400 min damage
    Attack speed: 1.4+
    Hp: 4.5K
    Armor: 2K
Block rate: don't know but if you have the dragan set and vargulf shield, you should be ok.
    Crit rate: 1k

    Have fun farming...

Easiest way to get better attack speed is switch to a sword. From the looks of things, I'd say you have an axe, and while they have ok damage, the speed you'd get from a sword would server you well at this time. However, don't just make the switch because I said so, make sure you have decent stats on the new sword before you decide to say good bye to your current item.

Also, join a guild that might be willing to help you in the Parallel Worlds, namely Ocean of Bones. Once you complete the quest line in Ocean of Bones, you get access to Halls of the Dead. In that map, there are 5 mini bosses. Each one gives a pink item or better. That will make it easy to find better items for your character or melt them if they are bad/too high in level for you to use. You could then use the glyphs you get from melting to make your current stuff better.

For finding a guild, look at the Guild section of the forums. You will find a bunch of English speaking guilds on the various servers. Some of them might be stronger than where you are now or more open to assisting you in the PWs in the hopes that you become a strong productive member of the guild.
