    Why do you say that?
    With 3/3 Set Bonus:[​IMG]
    Without 3/3 Set Bonus:[​IMG]

    If you are talking about the fact that with a good shield you can get 80% block rate, but that the full set doesn't make a difference, that is because the max damage reduction from armor, max damage reduction from resistance, max damage reduction from block strength, max crit hit rate, and max block rate are all capped at 80%.
