You have to test your network equipment, your connection and your system.

 

I'm having the same issue. Did all the tricks to see what is going on, but still no success... Could it be the provider as I'm on eduroam.
Never played it before, just downloaded it wanted to play, but no fun...

 

I have a few people that I know in Athens and I have not seen them. I know if there is a problem might have to use a VPN do your Greek friends....

A. Live in Grace
B. Don't use a VPN.

Your questions are irrelevant ... if there is a country issue it can only be result of a damaged/broken international/local/home internet highway OR ISP issues.
In this case we don't have enough data to state any of this ... since the player has not made any necessary testings.
It can't be game issue while everyone else can log in . The player can't reach the target destination.
I was having similar issue few weeks ago (during the Stellar Gold event) ... I couldn't reach the target destination ... while every single neighbor could. The issue was the local switch (which is ISP's property) that was distributing the traffic to the surrounding few buildings.
I have located the issue and contacted my ISP's support ... provided them with precise info and they have sent a team to fix the switch. The problem was solved in one day.

 

I take it when you Google Grace Internet problems you don't see where everyone in the country lost internet as recent as March 2016
