Crafting legendary body armor?

    I'm kind of new when it comes to crafting, but I've read somewhere that 4 extraordinary items make 1 legendary item. I have 1 unlocked "Extraordinary Steel Armor" level 37 (dyed blue, if that makes any difference) and another 3 of those (also level 37), but not unlocked. When I try to craft them, I can't. I don't know is it this item particular that can't be crafted into a legendary item or whether I'm doing something wrong. I mean, all 4 items are the same.

    One of the armors is equipped. Put it in inventory first and then on workbench.

    If one of the armors is equipped, be careful. Make sure you having enough CoTs to identify the new legendary armor before you combine that extraordinary one. You would know how embarrassing that you have no armor to use.
