Better is "increase dmg on this item" because "increase dmg" adds with blue (ping, red) ess and "increase dmg" from other items.
With green ess is the best 3x "increase dmg on this item" + 1x "increase dmg"
With blue or better ess is better 4x increase dmg on this item".

This is the easiest question in the world and I will explain exactly why.
On a weapon always increased damage on this item and always as high as your crafting will allow you.
The reason is firstly you can get increased damage on torso helm and belt.
The second reason is that it is a much bigger base damage and thus it is more effective essence wise.
example if you have a perfect weapon and it has 305% on this item it is base weapon damage and rubies increased by x% and then total increased with global increased damage.
And this is where it matters if there is any increased global damage crafted into your weapon it dilutes the effect of blues and up.
You can craft a total of +/- 120% increased damage into helm, belt and torso.
    *Sidenote, something @_Baragain_ pointed out.
This also applies to other enchantments and not just damage.
Example if you have 100% more resistance on this item from your belt and you have 23% more resistance in your shoulders the effect is highly boosted by this increased global resist, same with armor in your torso.
