I could be wrong, but I'll give it a shot in answering your question. I'm a long time DSO player and have looked into this very question many times.

The files you download in your DSO cache folder, that govern maps, images, sound, and animation, are 100% independent of the way you choose to display them. In other words, if you are in High-Res or Low-Res, you are still pulling down the same size files. That answers your internet data usage question.

    C:\Users\XXXXXXXXXXX\AppData\Local\Temp\DSOClient
In that folder, you'll see hundreds of files and there will not be duplicate names specific to a certain resolution.

For example, you'll only download one version of the mage gloves shown above.

BUT, there is more to consider. I run at the lowest res possible with most of the visual enhancements off. I also have the sound off but that is so I can listen to music or take a phone call. Why? Well, I very rarely have lag or rubberbanding. There are a lot of PVP players that do the same.

    Good luck!

Once the files are on your HDD ... it is up to the graphic card ... how they will be presented.
It can create lag on slower systems ... but that is another kind of lag. It is not related to the internet connection.
