    'Cause I keep killing Creepers and NOT getting the darn thing.

    Welcome to end game DSO grinding... It drops, just not a lot. Just wait until you are working on the 1k gold quest and the things you need drop at a rate of 1 per 6 to 8 hours of heavy farming (if you are lucky).
