What you just described would be possible in a one-world-(unified/socialist)-government scenario, and in almost no other scenario. Which is fine, if that's what you want. One person's dystopia is always someone else's utopia, as they say.

It's a nice and noble idea Krom, but there's no profit in it.

Back to topic. I'm lucky enough to be on a solid cabled (RJ45) ethernet connection. I occasionally need to go WiFi when I'm in my backyard near our pool. When in WiFi mode, I find it very helpful to turn off anything that may be competing for bandwidth.

Here are software applications that will gobble up your bandwidth and make your DSO experience less then perfect:
    1. Voice-over-IP software like TeamSpeak, Vonage, Zoom, WebEx .....
    2. Cloud backup software of any kind
    3. Instant Messenger apps including social Apps like Facebook and Twitter. Yahoo messenger is horrible and doesnt play nice with any system resources.
    4. Windows Update service. Be especially careful with this one. Luckily their updates occur on Monday/Tuesday.
    5. Browser Update service. Chrome runs a background update.
    6. PC/Laptop manufacturer Update service. These are the worst. If you have an HP, it is an internet hog borderline malware.

Just turn all that junk off. You may not have that option if your Guild is using some of these apps to stay 'coordinated' in PVP/PVE.

This is not reply to DesertKoala's post ... just an extension of the list.

Indeed. Applications can significantly lower down your bandwidth ... BUT ... for this to happen ... prerequisite is to have an stable or at least decent reception. Because if the reception is poor ... even those gobblers can't mess up your bandwidth like they want.
There are things affecting the wireless connection and you can't do much about it.
From physical obstructions to signal restriction.
This is the main problem of every wireless connection.
    You can read it here.
