OK, first off - disclaimer: won't comment on PvP simply because I only do it for daily challenges, so I don't really care about it, and thus, can't properly advise.

Cloak: keep working and get the Cloak of Power. We'll also get a 6th cloak in the game soon, so be prepared to work even further in cloaks.
Crystal: I see you have what looks like a lv50 crystal (judging by its image, it's a Ghost, probably) in your inventory, so you're gonna replace the lv42 one when you get to cap level if it's better, which I guess it is since you kept it.
Otherwise, I guess your left-side items are alright.

Nice Roshan! Head, shoulders & helmet are what you have to work on, as you obviously already know. Farming Realm Fragments and getting full Kara set seems like the easiest thing to do.

Gotta get those resistances up, bro... HP too. Armor is pretty decent.

Seeing those points in damage-boosting... you're kinda low, but full Kara will help. Here's what I say: try deactivating Behemoth and put the 10 points to fill up damage to 25/25, fix speed to 1,04 (to have the first breakpoint covered) and put any leftover points into HP and keep adding there as you level up in Wisdom.

Experience points: Magic Missile, Frozen Sphere & Frost Wind are good.
Guardian: nah... deactivate and enable talents 2 + 3 instead. This way you can use the Guardian for no mana and to lure monsters.
Now... you have 2 grand attacks. You sure about that? IDK... if it works for you, then great... but if you had just one, you could make it cost less and also up some of your other skills. Personally, I'd give up the Meteor altogether.
Add talents 2 + 3 in Mind Control (or just 5 if you want to use the Astral Phenomenon and do things such as casting 2 Destructions in a row at full mana). Then, when you get to lv50... put 2 to cut Singularity cost to 25.

 

Mostly it looks good, but I would recommend raising your resist and health. What are your weapon stats?

Not bad, biggest issue I see is a lack of gems (particularly speed gems), knowledge level (which just takes time), and the incomplete New Moon set (which takes frags and luck). You may also want to try for the Essence set since we have the event ongoing right now and it is rather easy to get. At the very least, it may give you a better torso/shoulders to use while you hunt for the head and shoulders for the Witch set. Good luck.
