9k hp 4k armour minimum is very good for war;)

for hp use sargon set 3/3(need kyanit)
for armour use dark set... (need amethyst)

This is good advice. I use Dark Armor (3 pieces) and Keen's set (3 pieces). I currently have about 8.4K life and 3.8K armor. I think this is pretty good, but I am slowly raising my life points - upgrading amethyst gems - when I find them and when there is a gem sale.

If you are choosing between "7000hp + 4000armour" vs "9000hp + 2500armor" then I would choose the second option. Because hp will help you against physical and elemental damage, whereas armor is only against physical.
Also when monsters drop healthballs, your hp will rise back up to 9000 which is a lot!
At level 45 you also have talents to regenerate health as a percentage of overall. In pvp it is not that helpful, as players will do very high damage in a short time. But monsters generally kill health a bit slower and this could be quite helpful.

But actually in practice, those two options will work equally well. the 2000 difference in hp is met with 1500 difference in armor. Choose which ever is cheapest option/ which ever has most gemslots... for now until you reach level 45. :)

I would go for something in the middle. 2500 armor, even with 9k HP is a bit low. I would aim for 3.3k-3.5k armor with aproximatly 8k-8.5k HP.

Another factor is the strength of the armor. Some say that the amount protected is on a sliding scale. Bigger numbers may not actually deliver the same amount of additional protection. Wear the pieces and check the player stats/armor details to be sure.
The goal of armor is to protect the health points; going there directly is a good idea, so boost your hp the best you can.
