It doesn't do damage over time. When it says that it does poison damage, it simply means that the damage done is influenced by poison resistance instead of armor. This is irrelevant in PvE because monsters have 50% resistance and 50% armor, but in PvP, where many people have significantly lower resistance than they do armor, it is very helpful for RAs.

In DSO damage has 2 basic types, elemental and physical. Elemental damage is reduced by their respective resistances and physical damage by armour.

Each attack can be either physical or elemental or a combination (which include physical +element or element 1+element2).You should go over this

As for DOT, in DSO if a skill has DOT it will state it on the tool tip eg. That thorn thing of the rangers or fireball/meteor of mage or the bleed effect of DK's.

In light of ekant's post, quoted above:
It is also worth noting that not all damage over time attacks are poison damage, and not even all of them are elemental damage. There is fire damage over time (burn), poison damage over time (poison), and even physical damage over time (bleed).

It would be a pretty cool effect for a gear set to turn the poison damage from Hunting Arrow and/or Blade Dance into a damage over time attack. Kind of like the Heredur set for Deadly Blow and Grimmage set for Blade Dance etc.
