i feel slow

After Patch 159 i feel my self slow and i saw this patch notes
Movement limit to the flag bearer added
We have reduced the base movement speed from 5 meters per second to 3.5 meters per second (the 30% flag penalization is included there) and applied all the character modifiers on speed after that, following this formula: 3.5 m/s + your character bonus (X%).

eny one can explain ?
and i wich tarvel speed in arena come back like it was
3.5m/s is that mean that if i get to much running speed for example i have 70% running speed is that mean that if i reach 3.5 the rest of my speed is non used ?! please more explain this

and i wish pigpoint make travel speed like it was

 

Let me explain.

If you have no mod that is 100% speed the you move with 3.5m/s.

If you have 100% more speed you now have 200% speed or 7m/s.

In the past, it was just a -30% reduction, so if you had +30%, it would cancel out and you would be moving the base speed of 5.0 m/s.

Now that they actually reduce the flag carrier's base speed, 30% doesn't get you as much as it used to. You gain 30% of 3.5 (1.05 m/s) as opposed to 30% of 5.0 (1.5 m/s). That means to get back to the normal base speed of 5.0 m/s, you would need 57% just to overcome the slowing effect which is almost double what you used to need to over come the flag's debuff.
