    That is a welcome change, every town should have a jeweler and locker in my opinion.

    That and animated inventory character. Not really a functional change so much as an aesthetic one, but I like it.

    You need enough ancient knowledge to use the the kobold's service (extra storage space, a.k.a. locker space). Until you get that level of knowledge, you won't get any response from him. You need level 10 knowledge (the middle "tree" on the talents page) to start using your locker space.

    To add onto Sev's response, Wisdom Books necessary to level up the knowledge tree are earned in the game, not bought. You get them by completing Daily Challenges that reward Wisdom. (Press Q and click the Daily Challenges tab) Save some gold, too; they cost quite a bit of gold at the upper levels.
