There shouldn't be any cool-down for Lightning strike skill according its description, but this skill actually has a cool-down.
Normally you don't notice it that much, since it is quite short cool-down, but when I increased my attack speed and my mana points to 221 , which gives me enough to make 5 lightning strikes in a row, this cool-down started to be quite noticeable and annoying. After every lightning follows a short break that noticeably slows me down. :(

It is a faulty description, or it is a bug ?

It is the way it should to be. The animation also needs to perform.
You can use Magical Virtuoso talent to reduce the impact by 33%.

Well talent Magical Virtuoso is about how long i takes for the lighting to hit the earth since you have cast the spell. But I am talking about how fast you can actually cast the spell one after other. From what you said is sounds like I need to wait for the first lighting to hit before I can cast another, and that is not true, because I can cast more lighting before the first one hits the earth.
If description says no cool-down, then there should be no delay when casting the spell, the casting should only depend on your attack speed, if you have enough mana points.

Yes there is a tiny delay but certainly it is not a bug.

    Read the description

Thanks, but still not the answer to what I have said. The "short delay" in the skill description refers to the time between casing the spell and hitting the enemy, and yes it depend on the talent you mentioned before. But that's not the delay I was talking about. I am talking about the attack speed, how fast you can "CAST" the spell , NOT how long it takes to "HIT" the enemy.
I tell you this, with attack speed 1.58 I can CAST 4 lightnings in a row without any delay. When I increase the speed to 1.63 then the delays occurs - cast-break-cast-break-cast... if you are tempted to say I've got lags - I don't, I never do :)
Actually the thing is, that you can see the cool-down animation start on the lighting skill on the panel in the bottom of the screen, though there shouldn't be any "cool-down time" only the "delay to hits the enemy time" - and that's two completely different things here.

Simple experiment: (Assuming you have at least 50% attack speed in various items)
Have all your speed gems in your weapon decoration and identify any items givein attack speed.
Do several magic missles to get a feel for how fast you fire those off. Then do as many lighting strikes as your Mana allows. They happen at the same speed.

Now, take off all your speed gear and do the same thing. They still happen at the same speed when compared to each other.

The cool down animation is dependent on your attack speed. In the past, (Likly before your time) R89 came out and pissed a lot of players off. There were massive changes to the skills in the game. If I remember correctly, one of the things that was removed was the 1 second cool down time for lighting strike, and making chainlighting mana free, and only able to hit only 3 enemies as opposed to an entire mob. The cool down animation still happens, but it doesn't mean anything. You are mistaking the standing still time at the end of the animation for an effect of your percieved cool down timer.

Never had lag and have 221 mana? Wow... you must be a really lucky one :p.

It seems a bug, and it's probably connected to this change (patch 144):

    Skill Cool-down Refactoring
If a skill gets interrupted before it actually triggers its effect, it will no longer start its cool-down. A short safety cool-down of one second is triggered instead.
E.g.: Two warriors stand opposite each other and are using the “Ground Breaker” skill, for example. Player 1 was faster and uses this skill first, while player 2 is still in the air on the way down ready to activate the skill.
Old: Both players have “Ground Breaker” on cool-down, but only player 2 got stunned and damaged.
New: Only player 1 has “Ground Breaker” on cool-down. Player 2 got stunned and damaged, but can use his/her “Groundbreaker” when the stun is over.

I will test with speeds of 1.68 but I have not seen anything different about lightning strike. I understand what your saying but I sometimes have lag and do 30 lightning strikes in a row. The delay for that skill I think is client side as with the DK Smash skill. I also think there is a animation delay and this was noted when they changed the animations. People that played DK said it made them attack slower.

Granted you might have a valid point and I just don't see the delay due to my attack speed is only 1.41 atm. I need to go find some speed hands and a few 6.5% speed gems.
