    No.
Level 45 AKOTO fights level 40 AKOTO and wins ... s/he would get less honor points than beating level 45 AKOTO.
Level 45 AKOTO fights level 45 field marshal and wins ... s/he would get more honor points than beating level 45 legionnaire.
Every difference in exp. level and fame level matters.

Score card does not account level differences only visually ... but in fact it does account them.
I have seen many scores where players have same damage dealt ... same stuns and same number of kills/deaths ... but they got different amount of honor points. I have been testing this many times on TS and live server.
Situation: red team wins in 3Vs3 ... there are 3 SW's level 45 all of them AKOTO ... blue team have ranger, DK and SW (blue team players have different exp level from 40-45 and different fame level).
Red team players decide they should take on 1 player (one player takes the same opponent every round)
All players in the red team have same numbers: damage dealt to player-80.000, kills-3, deaths-0, stuns-100 ... but at the end they don't have same amount of honor points.
Because someone was killing player with lower level and someone was killing player on his level.

Oh and when we are talking about more honor points ... I mean on more like 30-50 per kill
