Question About Augment Core Crafting

Does anyone know if the stats on an item re-roll when augment core crafting? I ask because I bought a T4 Sigris torso with frags, and ended up with nearly the lowest possible stat combinations. I plan on bringing it to T5 soon and was hoping the gods would give me a second chance.
While I know that hope is not a viable strategy, I have noticed my Dragan weapon gets a re-roll on the stats every time I re-craft is using the elemental stones.

 

Your bow re-rolls every time you are crafting it with stones because you get new bow each time you craft it. Consider it as an item that you get from drop ... with each drop the item has different random stats.

That is not the case when crafting with Augment Cores ... with the augment cores you don't make new item you are only upgrading your existing one. Everything is the same ... except your base stats are getting higher to match the new tier.
It is a matrix ... the values are always the same for particular Tier at particular level for a given base value.
