    Why does my little lvl13 hat have better stats than the lvl31 unique hat I would (supposedly) get from this event?

    Define better? 30% block for endgame is huge and a stat you usually would only see on an offhand item. Also, a set like this is usually only mediocre until you include the set bonuses. 15% armor means that an endgame DK can get up to or over 6500 armor. And 30% weapon damage for a 2H DK is huge... 300-400 extra damage. Just because you don't see the benefit for your character doesn't mean that it is any less awesome!
