Hmm a tome of permanant insight, maybe it is a reward for honestly. If you see it on your screen as active down by your pet and costume or whatever other buffs you have, it is active. It should tell you there how much longer it has on the buff and if you got a magic one that does not count down, I would call it a divine gift from the Drakensang gods and not reject the gift.

It is working.
Don't watch the numbers (timer) ... watch the icon ... it has a cooldown-like timer (just like for the skills).
One more thing ... it is counting only the effective time ... not the real time. You can play 30 minutes and log off and the timer will stop. You can log in the next day and the timer will start again ... until you log off again ... and so on and so forth until it expires.
