Bug velatia's Mystic quiver wrong stats

SO i get lucky soloing a para world grim on merciless get one these iv not had one like 3 maybe 4 years and clearly is a attack based quiver both in drop and looks but yet its giving block based stats? its 119 and as also had 117 Beast let just say The Beast is junk compared to the Velatia's how thats not the issue why is a attack type quiver give block stats ?
80k hp 32k block little shy of 2k armor 860 odd ele def all and 6+ con all nice stats but wrong stats if i remember right it had + damage and crit and like 10-20% attack speed back in the old days very similar to the gorgon snake tooth quiver back many years ago.

it needs edited to be attack based not def based the Beast is def and vela should be the attack unique.....
