    It is an item:

    It is associated with the Winter Solstice event.

    You can use it for crafting to craft Concentrated Solstice Rune:
    [​IMG]
    (Rune of Ice Resilience + Rune of Devastation + Rune of Vitality + Winter Solstice Breeze).

    Not sure if it is still a thing, but the runes needed to be gray tier.
